Library cards are available at no cost to the following:
- People who live in Orange County
- People who pay property taxes to Chapel Hill or Orange County
- Chapel Hill-Carrboro City Schools students and employees, regardless of where they live
- Town of Chapel Hill employees and those who retired from the Town with 5 years of service, regardless of where they live
